116. Power to make rules.––The Federal Government may, by notification in the official Gazette, make rules prescribing. (a) the conditions of employment of young persons, in any capacity, in school ships and training ships, and the authorities by whom and the manner in which the inspection of their work shall be carried out; (b) the conditions of employment of young persons as trimmers or stokers in home trade ships and coasting ships; (c) the authorities whose certificates of physical fitness shall be accepted for the purposes of section 112; and (d) the form of the register of young persons to be maintained in ships where there is no agreement with the crew.
