3. Power to appoint Controllers. The 2[Provincial Government] may, by notification3 in the 4[official Gazette], appoint one or more persons as 5[it] may think fit to be Controllers for the purposes of this Act, and shall specify in any such notification the area in which any Controller so appointed shall exercise his powers.
