Discharge of duties of Collector dying or being disabled.– When a Collector dies or is disabled from performing his duties, the officer who succeeds [him] temporarily [* * *] under any orders which may be generally or specially issued by the [Provincial Government] in this behalf, shall be deemed to be a Collector under this Act.
