7. Power to make rules. The 1[Federal Government] may, by notification in the official Gazette, make 2rules for carrying out the purposes of this Ordinance (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for__ (a) the manner and time of payment of development surcharge; and (b) any other matter for which provision is, in the opinion of the 1[Federal Government], necessary for carrying into effect the provisions of this Ordinance.
