8. Chairman.—(1) The Chairman of the Board shall be its principal executive officer and shall preside over the meetings of the Board. (2) The Chairman shall exercise such powers and perform such functions as may be assigned to him by the Board and shall be responsible for the proper running of the affairs of the Board. (3) In the absence of the Chairman, the Vice-Chairman shall exercise such powers and performs such functions as the Board may assign.
