21. Cognizance of offences, etc.— (1) No court inferior to that of a Magistrate of the first class shall try an offence punishable under this Ordinance. (2) No court shall take cognizance of an offence punishable under this Ordinance except upon a complaint in writing made by, or under the authority of, the National Council or the Provincial council.
