603. General power to make rules or regulations and penalty for breach thereof.—(1) Without prejudice to any power to make rules or regulations contained elsewhere in this Ordinance, the Federal Government may, by notification in the official Gazette, make rules or regulations to carry out the purposes of this Ordinance. (2) In making a rule or regulation under this Ordinance, the Federal Government may direct that any breach of the provisions thereof shall, unless a penalty for such breach has been expressly provided in this Ordinance, be liable to a fine which may extend to ten thousand rupees and, if the breach is a continuing one, with an additional fine which may extend to five thousand rupees for every day after the first during which such breach continues.
