40. Rectification of mistakes. The Special Judge or the Special Appellate Court may at any time rectify any mistake apparent on the face of the record and amend any order by such rectification: Provided that, if such amendment is likely to affect any person prejudicially, no such amendment shall be made without giving such person a reasonable opportunity of being heard.
