18. Funds. ___ (1) There shall be constituted for the Council a fund to which shall be credited all the sums received by the Council and out of which shall be defrayed all the expenditure incurred by the Council. (2) The funds of the Council shall consist of____ (a) grants made by the Federal Government and the Provincial Governments ; (b) grants, donations, endowments, contributions, aid and assistance given by other organisations ; (c) foreign aid and loans obtained or raised with the approval of the Federal Government ; and (d) receipts from other sources.
