20. Regulations.—(1) The Commission may make regulations not consistent with-this Ordinance and the rules to carry out the purposes of this Ordinance. (2) Without prejudice to the generality of the forgoing provisions regulations referred to therein may provide for— (a) the determination of salaries and allowances and other benefits of the members of the staff of the Commission; (b) disciplinary proceedings and award of punishment, (c) prescription of different scales and grades etc. for and privileges of officers and staff of the Commission; and (d) all or any of the matters, which by this Ordinance, are to be, or may be, prescribed.
