4. Investigation.__ Notwithstanding anything contained in any other law for the time being in force,__ (a) any offence committed under this Act shall be investigated by the police officer not below the rank of an Inspector; and (b) the investigation of the case registered under this Act shall be completed within a period of fourteen days from the day of registration of the case.
