68. Prosecutions.___(1) No prosecution under this Ordinance shall be instituted except with the previous sanction of the Director-General or of an officer authorized by him in writing in this behalf. (2) No court inferior to that of a Magistrate of the first class shall try any offence under this Ordinance. (3) No court shall take cognizance of any offence under this Ordinance except on a complaint made in writing within six months of the date on which the offence is discovered.
