23. Registration.___ (1) The National Authority may directly or through notice require an individual or organisation involved in production, processing, consumption, transfer, import or export of any scheduled chemical or any discrete organic chemical not being a schedule chemical, or a chemical containing elements of phosphorus, sulfur, or fluorine, to register themselves with the National Authority or any other office as may be prescribed within a specified time period. (2) Whoever contravenes the provisions of this section shall be guilty of an offence punishable with imprisonment for a term which may extent to two years or with fine or with both.
