4. Punishment for non-compliance.___ Whosoever does not comply to the provisions of this Act shall be given one warning in writing and in case of further non-compliance shall be punished with fine which may extend to one hundred thousand rupees. In case of further non-compliance, the person concerned shall be punished with imprisonment for six months.
