8. Power to require person suspected of smuggling to appear . Whenever a Special Judge has information that there is within the limits of his jurisdiction any person who, within or without such limits, is indulging in smuggling, such Judge may, if he is of the opini on that there is sufficient ground for proceeding, require such person, in the manner hereinafter provided, to appear before him.
