25. Inspection of documents. No person shall be entitled to inspect, or to receive infor- mation derived from any Government security in the possession or custody of 1[Government] or from any book, register, or other document kept or maintained by or on behalf of 1[Government] in relation to Government securities or any Government security, save in such circumstances and manner and subject to such conditions as may be prescribed.
