4. Power of 1[Federal Government] to authorize issue of Bearer Certificates.— Notwithstanding anything to the contrary contained in any other law for the time being in force, but subject to rules, the 1[Federal Government] may, by notification in the official Gazette, authorise the Trust to issue Bearer Certificates in respect of the Units sold, and no Bearer Certificates shall be issued by the Trust unless so authorised.
