33. Utilization of building material. Notwithstanding anything contained in any other law for the time being in force or in any contract or agreement, no person shall, without the prior concurrence of the Authority, allocate, exploit or in any manner utilize, except for the purpose of his own personal use, such natural resources used as building materials as the Authority may, by notification in the officials Gazette, specify in this behalf.
