Power to decide where goods may be deposited in public warehouse, and on what terms.- The Collector of Customs may from time to time determine in what division of any public warehouse 34[or private warehouse], and in what manner, and on what terms, any goods may be deposited, and what sort of goods may be deposited in any such warehouse.
