12. Removal of difficulties. If any difficulty arises in giving effect to any provision of this Ordinance, the Federal Government may make such order or issue such directives, not inconsistent with the provisions of this Ordinance, as may appear to it to be necessary or expedient for the purpose of removing the difficulty: Provided that no such order shall be made after the expiry of one year from the commencement of this Ordinance.
