13. Courts by which and conditions subject to which offences may be tried.___No Court inferior to that of a 1[* * *] Magistrate of the first class shall proceed to the trial of any offence punishable under this Act, and no Court shall proceed to the trial of any such offence except on complaint made by, or under authority from, the 2[Federal Government].
