Section 19: Cases of doubt as to citizenship

19. Cases of doubt as to citizenship.__ (1) Where a person with respect to whose citizenship a doubt exists, whether on a question of law or fact, makes application in that behalf to the 1[Federal Government], the 1[Federal Government] may grant him a certificate that at the date of the certificate he is a citizen of Pakistan. (2) The certificate, unless it is proved to have been obtained by fraud, false representation or concealment of any material fact, shall be conclusive evidence of the fact recorded in it.
