Section 19: Power to make rules and regulations

19. Power to make rules and regulations.—(1) The Federal Government may, on the recommendation of the Authority, make rules for carrying out the purposes of this Act. (2) The Authority may make regulations for the following purposes, namely:— (a) effective and smooth functioning of the Authority; (b) internal working of the Authority; (c) terms and conditions of the employees and grant of additional allowances, rewards or any other incentives,
