23. Exemption. This Act shall not apply to any hostel or other premises belonging to or in the possession of the 3[Federal] or any Provincial Government where lodging, board or other service is provided mainly for Government officials, but it shall apply in respect of lodging, board or other service in any hotel or lodging-house which the manager or keeper has agreed or is required to provide to, or under the instructions of, the 1[Provincial Government].
