12. Contractual licences:___ (1) Any licence contract concerning a registered layout -design shall be submitted to the Patent Office which shall keep its contents confidential but shall publish a reference thereto. (2) The licence contract shall have no effect against third parties until such submis sion as referred to in sub-section (1) has been made.
