13. Consolidation or subdivision of securities by an issuer.—When an issuer announces a consolidation or subdivision of his securities, the bookentry securities of such issuer as are entered in the accounts and subaccounts maintained in the central depository register shall in like manner and in accordance with the regulations, be consolidated or subdivided, as the case may be, in the central depository register.
